A journey of resilience, service and leadership: Incoming director of corporate services

Walter Sisulu Local Municipality (WSLM) proudly welcomes Mzwandile Plaatjie as its incoming Director of Corporate Services - a seasoned public servant whose remarkable journey is one of perseverance, resilience, continuous learning, and an unwavering commitment to serving communities.

Born and raised on Floukraal Farm before moving to Emikhukhwini in Maletswai, Plaatjie is the twelfth of fifteen children. Growing up in a household led by a single mother after the passing of his father at a young age, he experienced firsthand the realities of hardship, sacrifice and determination.

"My journey was shaped by both adversity and determination," he reflects. "Watching my mother raise fifteen children on her own inspired me to work hard and strive to become the best version of myself."

Those early experiences instilled in him a deep appreciation for the struggles faced by ordinary citizens and ignited a lifelong passion for public service.

A lifelong commitment to learning

Plaatjie's educational journey demonstrates his belief that learning never ends. After completing his matric at Malcomess Senior Secondary School in Maletswai, he pursued several qualifications that laid the foundation for his career in local government.

He holds a Bachelor Degree in Public Administration from Regent Business School, a National Diploma in Local Government Law and Administration from the University of Fort Hare, a National Diploma in Human Resource Management from Ikhala TVET College, and a National Diploma in Labour Law from the Graduate Institute of Management and Technology.

Further strengthening his expertise, he obtained a Certificate in Project Management and Planning (NQF Level 7) through the University of the Free State, completed the Minimum Competency in Municipal Finance Management (MFMA), and earned numerous professional certifications in human resources, labour relations, skills development and occupational health and safety.

These qualifications have equipped him with extensive knowledge in governance, financial management, organisational development, labour relations and strategic leadership.

A career built through dedication

Mr. Plaatjie's professional journey began in humble circumstances. Before entering local government, he worked in the taxi industry and later at Ellerines Furniture, gaining valuable experience in customer service, administration and business operations. In 2002, he also joined the South African National Defence Force as a Reservist.

His municipal career began in 2003 at the former Maletswai Local Municipality as a Foreman in the Technical Services Department. Through hard work, dedication and continuous professional development, he steadily advanced through the ranks, serving in several strategic positions including Skills Development Facilitator, Senior Human Resources Officer, Unit Manager: Jamestown, Manager: Community Services, Manager: Planning and Economic Development, Senior Manager in the Office of the Municipal Manager, and most recently, Manager in the Office of the Speaker.

Along the way, he also served as Chairperson of the Bid Evaluation Committee, Municipal Electoral Officer, and WSLM's COVID-19 Coordinator - roles that further strengthened his leadership, governance and decision-making capabilities.

Leading with integrity

As he assumes his new role, Plaatjie describes his leadership style as people-centred, collaborative and results-driven.

"I believe in leading by example, empowering others and creating an environment where employees feel valued and motivated to perform at their best."

He believes that integrity, accountability, professionalism, respect, transparency and service excellence should remain the cornerstone of public service.

For the Corporate Services Department, his priorities include strengthening human resource management, improving organisational performance, enhancing staff development, ensuring legislative compliance, promoting good governance and improving administrative efficiency.

While acknowledging challenges such as limited resources and increasing service delivery expectations, he believes these can be overcome through innovation, teamwork, continuous skills development and a culture of accountability.

As he embarks on this new chapter, Plaatjie expressed his gratitude for the opportunity to serve the people of WSLM.

"I am committed to serving with integrity, humility and dedication," he says. "Together, through collaboration, transparency and a shared commitment to excellence, we can build a municipality that all our residents can be proud of."

His story stands as a powerful reminder that humble beginnings need not define one's future. Instead, with determination, education and a passion for serving others, they can become the foundation for meaningful leadership.
