The Office of the Whip was established to create synergy and to maintain discipline among Councillors from various Political Parties.
The Role of the Whip of the Council covers both the political and administrative domains of Council with emphasis on the political aspect.
Local Government: Municipal Structures Amendment Act, Act No. 03 of 2021 further states that the Whip must perform the following functions:
Liason
Liases with the different political parties to ensure representation in council and council committees
Facilitator
Facilitates the interaction between the executive and legislative oversight structures in the municipality
Votes
Assist speaker to count votes in the council meeting
Leadership
Informs the whips of all parties on important matters on the council agenda
Relationships
Maintains sound relations between the various political parties
